LAHORE: A private welfare organization has taken practical steps to protect and ensure the well-being of stray dogs in Lahore. Officials from the organization emphasized that killing stray animals is not the solution to managing their population; instead, adopting modern, humane methods is essential.

During a joint press conference at the Lahore Press Club, Afia Khan, a senior official of the animal rights organization, alongside Jamaat-e-Islami (JI) leader Qaisar Sharif, stated that stray animals are living beings, and treating them with compassion and kindness is a collective societal responsibility.
Focus on Humane Population Control
Khan highlighted that to control the stray dog population safely and effectively, special attention must be given to:
- Mass Vaccination (to prevent rabies and other diseases)
- Sterilization (Spay/Neuter programs)
- Provision of Medical Treatment
She argued that these measures are crucial to simultaneously protecting animal rights and ensuring the health and safety of the citizens.
Concerns Over Illegal Dog Culling
Expressing deep concern over the illegal killing of stray dogs in Lahore and the blatant violations of the TNVR (Trap-Neuter-Vaccinate-Return) policy, Khan claimed that the ongoing dog-culling campaigns by the Metropolitan Corporation Lahore (MCL) and other government agencies are both illegal and a direct violation of court orders.
Political Support and Legal Concerns
Endorsing the cause, JI Lahore leader Qaisar Sharif stated that while they condemn the rising incidents of stray dog bites in the city, the current official approach raises serious legal questions.

“Cruelty to animals, the misuse of official authority, the contempt of court orders, and the harassment of animal rights activists cannot be tolerated,” Sharif added.
The speakers urged government authorities to immediately halt the culling and work alongside welfare organizations to implement humane, sustainable solutions.
